OpenAI has published Ad Tools Terms for two new features inside ChatGPT: Audience Tools for first-party data upload and Creative Tools that generate ad creative from your catalogue and logos. Neither is live yet, but the direction is set.

OpenAI has quietly published new Ad Tools Terms that spell out where ChatGPT advertising is heading. Two features sit at the centre of it. Audience Tools let advertisers upload first-party customer data, the identifiers, suppression lists and segments the Terms call Audience Data, to build custom audiences. Creative Tools are AI-powered features that generate, modify, localise or translate ad creative straight from a brand's own materials, meaning catalogues, website content, images and logos.
ChatGPT ads launched on 9 February 2026 for United States users on the Free and Go tiers. In May the pilot expanded to the United Kingdom, Mexico, Brazil, Japan and South Korea. The June terms are the next step, though as of late June neither tool was confirmed live in the Ads Manager. This is policy announced and pending, not shipped.
Ads show only to users on the Free and Go plans. Anyone on Plus, Pro, Business, Enterprise or Edu does not see them. OpenAI matches ads to the topic of your conversation, your past chats and your prior ad interactions.
Why it matters
A platform that answers the question and serves the ad in the same breath is closer to Google than to a social feed. For Australian advertisers this is a second search auction forming in real time, on a surface where zero-click behaviour is already the norm. The Creative Tools point matters most. If the platform generates the ad from your assets, the quality of your catalogue, your product data and your brand materials becomes the input that decides how you show up.
